From and after the effective date of any ordinance adopting any plan line map, it shall be unlawful for any person to erect or construct any structure, other than utility poles, wires and associated structures, within the plan lines of any existing street or portion thereof or any future street, and the county’s Building Inspector shall refuse to issue any permit for any structure proposed to be erected within the space and any permit so issued shall be void.
