(A) Public health, safety and welfare demand that certain activities, which create a risk of harm to persons or property, be prohibited.
(B) It is particularly important to identify prohibitions associated with the use of the reservoir, as a water body, because the recreation area is frequented by both adults and children.
(C) It is in the public interest to clearly specify the regulations for users of the San Justo Reservoir recreation area.
(D) The prohibitions specified in § 19.23.005 are necessary to protect public health, safety and welfare, and to protect county property and the water quality of the reservoir.
(E) It is necessary to provide enforcement authority for county peace officers.
