Every development agreement shall be for a limited term of years, not to exceed 15 years from the date of execution, except where a longer time is necessary to fund debt financing requirements for public facilities or except under extraordinary economic circumstances. The term shall be subject to amendment in accordance with the procedures set forth herein.
