No person shall engage in the business of the cleaning of septic tanks, subsurface disposal systems, cesspools or sewage seepage pits or dispose of the cleaning therefrom in the county unless he or she shall hold an unrevoked registration issued by the Health Officer of the county, or his or her duly authorized representative, for the carrying on of the business.
