(A) No person engaged in the commercial transportation of solid waste shall be permitted to dispose of waste in John Smith Landfill unless the person shall possess an origin of waste document, a copy of which document shall be presented to the operators of John Smith Landfill.
(B) No person engaged in the commercial transportation of solid waste shall deposit solid waste in the John Smith Landfill without providing proof to John Smith Landfill operators or to the County of San Benito that the person has obtained a valid transportation of solid waste franchise from the County of San Benito, or proof from the County of San Benito Integrated Waste Management Department that the person is exempt.
(C) No person engaged in the noncommercial transportation of solid waste shall be permitted to dispose of the solid waste in John Smith Landfill without providing proof of residency in the form of a valid California driver’s license or equivalent identification to the operator of the John Smith Landfill.
(D) For purposes of this section, a person engaged in the commercial transportation of solid waste shall be any person attempting to dispose of over one-half ton of solid waste.
