§ 3.01.092 DUTIES AND RESPONSIBILITIES.
   In order to serve the Board of Supervisors effectively, the county’s Administrative Officer shall:
   (A)   Respond promptly to all requests by the Board of Supervisors for information and advice and see that all Board instructions, orders and directions are carried out promptly;
   (B)   Coordinate the work of all departments, elective and appointive, and devise ways and means whereby efficiency and economy may be secured and shall include annually evaluating non-elected department heads;
   (C)   Recommend an annual budget for the county and any subsequent changes to it and exercise continuous budgetary control;
   (D)   Attend regular meetings of the Board of Supervisors, unless excused to advise and assist on administrative and policy matters, including recommendations on disposition of agenda items;
   (E)   In cooperation with the Clerk and other appropriate persons, be responsible for the agenda subject matter by assembling and analyzing information to enable the Board to make appropriate decisions and coordinate the involvement of more than one department head where the Board’s disposition requires such information;
   (F)   Review and evaluate the county’s programs and activities to ensure that the Board’s policies are translated into acceptable administrative practices and services and make appropriate recommendations;
   (G)   Serve as a centralized source for information concerning the Board’s adopted policies, procedures and practices and, when necessary, seek clarification of such subjects;
   (H)   Appoint and supervise those department heads as set forth in § 3.03.007(D);
   (I)   Require reports from department heads regarding activities and report to them information that will assist them in carrying on their activities;
   (J)   Conduct research in administrative practices and recommend improved procedures;
   (K)   Manage, as determined by the Board, those support services, such as, personnel, purchasing and similar activities, where centralizing is found desirable for uniformity and/or economy;
   (L)   Develop for Board consideration multi-year programs on budgetary requirements and potential revenues, capital improvements and administrative goals for county services;
   (M)   Prepare and submit to the Board an annual report on administrative, finance and other matters of importance to the county and more frequent reports as necessary to keep the Board properly informed; and
   (N)   Respond to other assignments as may be requested by the Board.
