For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
EMERGENCY. The actual or threatened existence of conditions of disaster or extreme peril to the safety of persons and property within this county caused by such conditions as air pollution, fire, flood, storm, epidemic, riot, earthquake or other conditions, including conditions resulting from war or imminent threat of war, but other than conditions resulting from a labor controversy, which conditions are, or are likely to be, beyond the control of the services, personnel, equipment and facilities of this county, requiring the combined forces of other political subdivisions to combat.
STANDARDIZED EMERGENCY MANAGEMENT SYSTEM (SEMS). As defined in Cal. Gov’t Code § 8607, SEMS will be used to coordinate multiple jurisdictions or multiple agencies in a single operational area.
NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS). San Benito County recognizes and has adopted NIMS as its standardized flexible framework for incident management. NIMS is applicable for incident management at all jurisdictional levels and across the full spectrum of potential
incidents, regardless of cause, size, location, or complexity.
