No wells, containment facilities used for storing petroleum (e.g., storage reservoirs, pits, storage tanks, and excavations), or above-ground equipment shall be located within 500 feet of the nearest edge of the normally traveled portion of any public road, road offered for dedication, highway, property line, or building (except as may be incidental to the operation thereof). The Planning Commission may consider granting an exception to this 500 foot setback area if the site is constrained by environmental hazards (as defined in the open space element of the county’s general plan), or if other features of the site, such as habitat areas, topography and landscaping or other vegetation make placement outside the setback area not desirable.
