(A) A conditional use permit in accordance with Title 25 must be obtained prior to commencing operations.
(B) Modification of conditional use permits pertaining to petroleum operations. When there is any proposal to engage in a secondary or enhanced recovery operation, or hydraulic fracturing, not specifically described and approved in the original conditional use permit; or when there is any increase in the nature or intensity of land use on the site beyond that already analyzed and approved by the county in a previously approved use permit, a modification of the conditional use permit shall be required prior to commencement of operations.
