§ 5.03.098 REQUIRED NOTICES; CERTIFICATE BY BOARD AS EVIDENCE.
   (A)   Any notice provided by this article to be mailed or served may be given either by mailing or by
personal service. The giving of the notice shall be deemed complete at the time of the deposit in a United States post office, or a mailbox, subpost office, substation, mail chute, or other facility regularly maintained or provided by the United States Postal Service, without extension of time for any reason, or in the case of personal service, at the time of delivery.
   (B)   A certificate by the county or an employee of the county stating that a notice required by this article was given by mailing or personal service is prima facie evidence in any administrative or judicial proceeding of the fact and regularity of the mailing or personal service in accordance with any requirement of this article for the giving of a notice.
