(A) Emergency purchases may be made by the Purchasing Agent or Assistant Purchasing Agent when a generally unexpected occurrence or unforeseen circumstances require an immediate purchase of material, supplies or equipment:
(1) In order to avoid a hazard to life or property;
(2) In order to avoid a serious interruption or discontinuance of essential services or operation of a county department;
(3) In order to make necessary emergency repairs of county equipment or heavy equipment required to provide essential services or for the operation of a county department; or
(4) In order to avoid economic loss to the county.
(B) Emergency purchases shall be submitted to the Board of Supervisors for ratification at its next meeting.
