(A) The Board of Supervisors expressly find that development and ongoing maintenance in county parks seriously drain the county budget resources to the extent there is a need for comprehensive regulations governing use of parks and facilities by the visiting public.
(B) The fees established by this article shall be used to accumulate revenue to defray costs for development and maintenance of county parks and facilities.
(C) The fees specified in this article represent reasonable amounts which do not exceed the cost of providing for the development and maintenance of county parks and facilities.
