All prior enactments of the Board of Supervisors establishing fees for services and materials are hereby repealed to the extent that such enactments establish fees for services and materials, which are different from the fees established therefor by this article, but shall otherwise remain in force and effect. The fees for services may be adjusted from time to time by ordinance.
