(A) The Board of Supervisors desires to recover the full cost of providing engineering services and development processing by the Public Works Department from the parties receiving the services.
(B) Review of the revenue generated by the existing fee structure has proven insufficient to recover the full cost.
(C) The fees established by this article shall be used to recover the costs of providing engineering services and development processing by the Public Works Department.
(D) The fees specified in this article represent reasonable amounts which do not exceed the cost of providing engineering services and development processing by the Public Works Department.
