No building permit shall be issued after the effective date of the ordinance codified in this article for the construction or modification of any building or structure on any land in benefit areas unless the drainage impact fees have been paid. In the case of major subdivisions the fee shall be collected prior to Board approval of the map. In all other cases, the fee shall be collected before a building permit shall be issued.
