(a) The County of San Diego operates the Polinsky Children's Center (PCC), located at 9400 Ruffin Court, in accordance with all federal, state and local laws to meet the following objectives:
(1) Meet the immediate needs of abused, neglected, and abandoned children through an emergency shelter containing sleeping, kitchen, dining, and recreational facilities.
(2) Provide a multi-disciplinary approach to the investigation and treatment of child abuse through medical facilities, facilities for law enforcement personnel, interview rooms, evidentiary exam rooms, and headquarters for counseling and treatment programs.
(3) Stabilize children for better assessment, effective case management and more consistent care by providing: a) continuity of care and care providers; b) comprehensive and integrated services; c) comfortable and private sleeping areas; and, d) an overall environment which demonstrates care for children.
(4) Provide a friendly, healing environment for children in crisis with age/gender appropriate independent living areas for comfort and privacy.
(b) The PCC was constructed in 1994. The Promises2Kids Foundation ("Promises2Kids") (also known as Child Abuse Prevention Foundation of San Diego County), a private non-profit entity formed with the mission of breaking the cycle of child abuse through prevention, education and advocacy, constructed and funded nearly all of the development costs for the PCC. Since at least 1994, Promises2Kids has raised private contributions for the purpose of supporting unfunded facility upgrades, recreation programs, enrichment activities and other items that benefit PCC residents.
(c) By agreement between Promises2Kids and the County of San Diego, representatives appointed by Promises2Kids' board of directors and representatives appointed by the Board of Supervisors have served on a PCC Board of Trustees, for the purpose of overseeing the PCC's facility needs and advising the County and Promises2Kids of capital improvements and other items needed to improve the environment at PCC. The Board of Supervisors of the County of San Diego desire to convert the PCC Board of Trustees into a formal advisory board established pursuant to Board Policy A-74.
(d) The Board of Supervisors of the County of San Diego hereby creates the Polinsky Children's Center Advisory Board (hereinafter "PCC Advisory Board"). The PCC Advisory Board is established to:
(1) Make recommendations regarding the operation and maintenance of the PCC facility.
(2) Review and consult with County staff regarding the annual Business Plan for the PCC.
(3) Make recommendations to the Board of Supervisors, or designee, regarding the expenditure of funds donated by Promises2Kids or other donors/sources for maintenance and operation items not funded by the County.
(4) Make recommendations to the Board of Supervisors, or designee, regarding any material alteration or removal of any part of PCC.
