Relocation assistance will be available only to the extent that the city council appropriates money to the relocation assistance program. The city reserves the right to seek reimbursement or compensation from the owner of any apartment which has been vacated and with respect to which the city pays any relocation assistance fees, in the amount of any tenant relocation assistance fees paid with respect to such apartment.
