Where conditions are extremely adverse to full compliance with the regulations of this title, the building official may grant special permission in writing to deviate from the regulations, provided that in the judgment of the building official such deviation does not create an unsanitary or unsafe condition, and further provided the request for deviation is submitted for approval in writing in advance of the construction or installation.
