The standards set forth herein and promulgated pursuant to chapter 17.75 of this title through this chapter are minimum standards; therefore chapter 17.75 of this title through this chapter do not intend nor imply that compliance by any person will ensure that there will be no contamination, pollution, nor prohibited discharge. Review and approval of structures, facilities, and operating procedures shall not relieve a person from the responsibility of modifying a facility or process as necessary to meet the requirements hereof.
