The following limitations are imposed on all water line replacements and connections within the floodplain areas of the city as set forth on the maps prepared by the Federal Emergency Management Agency.
(A) New structures. The city shall not allow new structures built within the 100-year floodplain to be connected to the city water system unless or until the new structure shall meet the construction/building requirements of the state Floodplain Management and National Flood Insurance Program.
(B) Replacements. The city shall make pipeline replacements within the 100-year floodplain designed so as not to encourage growth within the 100-year floodplain.
