§ 50.31 EXTENSION OF WATER MAINS WITHIN CITY.
   The Public Works Superintendent shall be authorized to construct or cause to be constructed extensions to the water system if one of the following conditions exists.
   (A)   The annual anticipated revenue made available to the city from the customers to be immediately served by such extension is not less than one-tenth of the actual cost to the city of this extension.
   (B)   The Public Works Superintendent declares that the water main extension is needed for the overall benefit and improvement of the entire water distribution system.
   (C)   The city approves a contract for the construction of the extension with a party or parties desiring water service. Provided, however, that subdividers or developers within the city shall construct at their own expense all water mains within their subdivisions or developments.
