The Public Works Superintendent and the city representative assigned to read the water meters shall have the right to enter upon any premises connected with the public water system at all reasonable hours to determine that there is compliance with the provisions of this chapter. If conflict is noted, the owner of the premises or his or her agent shall be directed to alter, repair or reconstruct the water facilities to conform to the requirements of this chapter within 15 days.
