The Public Works Superintendent is hereby empowered, and it is hereby made his or her duty, in all cases where there is a public water supply system within 300 feet to notify every owner or person in charge of land or premises, requiring a service connection as specified in § 50.01 of this code, to comply with those provisions, a lessee of land shall be deemed to be in charge.
