A business license and fee for the administrative costs of processing applications and issuing licenses shall be fixed by resolution of the City Council. The reduced fee shall also be fixed by resolution of the City Council. The fees shall be paid by the applicant at the time of making application for the required business license and shall be renewed annually by January 1.
