(A) Unlicensed, untagged dog running at large. It shall be the duty of the Animal Control Officer to impound dogs not wearing a license tag or dogs with tags that are running at large.
(B) Licensed, tagged dog running at large. Whenever any dog wearing a license tag is impounded, the Animal Control Officer shall immediately notify the owner thereof. No dog shall be released to the owner until payment of all monies due to the animal shelter as prescribed by resolution of the City Council.
