If the owner or person entitled to the possession of an animal does not pay the charges and take it away within five days from the time it is taken into custody, the Chief of Police or his or her designee may sell such animal at public auction after having given at least five days’ notice of the time and place of such sale by publishing or by posting this notice in five public places in the city as well as serving a copy of this notice upon the owner or possessor, if known, of the animal. Such animal may be redeemed at any time before the date of sale by payment to the officer in charge or his or her assistant of any fees, expenses and charges herein provided.
