If instructions from the plot owner cannot be obtained, or are indefinite, or when for any reason the plot or niche cannot be opened where specified, the city may, in its discretion, open it in such location in the plot or columbarium as it deems best and proper, so as not to delay the funeral; and the city shall not be liable in damages for any error so made.
