The owner of any vehicle seized under the provisions of this subchapter may redeem such vehicle at any time after its removal but prior to the release, sale or destruction thereof on proof of ownership and payment to the city of such sums for the actual and reasonable cost of removal and sale advertisement, as well as accrued storage fees, set by resolution.
