§ 70.03 SPEED LIMITS.
   Every person operating a motor vehicle on the public streets or alleys of the city shall drive the same in a careful and prudent manner, and, unless otherwise posted, the speed of the vehicle shall not exceed 20 mph in general; and, along school grounds, shall not exceed 15 mph; and, in a public park, shall not exceed ten mph; and, in no case, at a rate of speed that will endanger the property of another for the life and limb of a person.
