There is hereby established a Wastewater Collection and Treatment Improvement Fund to be maintained by the Finance Director/Treasurer in managing the fiscal affairs of the city. All revenues derived from the charging of any fees, charges, rates and the like as such are set forth herein shall be deposited in this fund and shall be disbursed only for the purposes of paying existing or future indebtedness connected with or relating to maintaining, repairing, studying, controlling, enlarging, extending, enhancing or improving the wastewater collection and treatment system of the city.
