(A) Whenever any motor vehicle shall be found parked on any town road during a declared snow emergency, such vehicle may be removed under the direction of the Director of Public Works by means of towing the same.
(B) Such removal shall be at the risk of the owner, and before the owner or person in charge of such vehicle shall be permitted to remove the same from the custody of the Director of Public Works, he or she shall furnish evidence of his or her identity and ownership or right to possession and shall sign a receipt for said vehicle; and he or she shall pay a reasonable towing charge and a reasonable storage charge. The town is not responsible for any damage during the removal and storage of such vehicle.
