(a) All Green Zone Parking, which shall be designated within the Central Parking District, shall be limited to a parking period of not more than fifteen (15) minutes. This restriction on parking shall apply between the hours of 6:00 a.m. and 9:00 p.m. Monday through Saturday including holidays.
(b) Designation of Green Zone Parking Spaces:
(1) The City Service and Safety Director shall designate one (1) Green Zone Parking space adjacent to the west bound lane of East State Street between Broadway Avenue and Lundy Avenue and one (1) Green Zone Parking space adjacent to the east bound lane of East State Street between Lundy Avenue and Penn Avenue.
(2) Each Green Zone Parking space shall be so designated by signage indicating that the parking is limited to the restrictions as set out in Section 355.04 (a) above and the actual section of the pavement comprising the parking space shall be painted green so as to further differentiate the parking space from that of standard parking along State Street.
(3) Any business located in the Central Parking District that wishes to have a Green Zone Parking space may apply to the City of Salem by application located at the Mayor's Office. The City Service and Safety Director shall, in his or her sole discretion, make a decision based upon the application whether to grant the applicant a Green Zone Parking space. No applicant, if denied, shall apply more than once each six (6) calendar months for a Green Zone Parking space.
(4) In the event that any business that was granted a Green Zone Parking space pursuant to subsection (b)(3) hereof goes out of business, such Green Zone Parking space shall revert immediately back to a Non-Green Zone Parking space.
(c) With the exception of the specific restrictions as designated by this Section, the Green Zone Parking shall comply with all other requirements of the Central Parking District including but not limited to the penalties for violation of the time limits as set forth in Section 355.03 (b).
