921.08 COLLECTION OF CHARGES.
   (a)   Sewer bills shall be paid at the same time and in the same manner as water bills.
   (b)   Delinquent water and sewer accounts shall be certified to the City Auditor in August of each year. The City Auditor shall certify accounts to the County Auditor for placement against the property of a special tax assessment by the second Tuesday in September.
