No streets or alleys within any proposed plan of lots or additions to the City shall be accepted for maintenance by the City unless the dedication of the streets or alleys is accepted and confirmed by an ordinance specially passed for such purpose or unless the Service Director has, upon special written request by the owner of the land upon which the street or alley has been constructed, checked the construction and found that such street or alley has been constructed in accordance with City specifications and that such street or alley is in good repair and has endorsed his finding on the approved plat of such plan of lots or addition.
