No person, firm, association, club, society, or corporation shall operate, conduct or maintain a public place where pinball machines and other coin operated amusement devices excepting juke boxes or coin operated music devices are permitted to be placed unless the person, firm, association, club, society or corporation has first obtained a license from the Planning and Zoning Officer. The license shall be issued subject to the rules and regulations set forth in this chapter, but no license shall be granted to any person under the age of twenty- one.
