No person shall open, conduct, operate or maintain a public place where games of billiards or pool are permitted to be played or for the playing of which games any compensation, direct or indirect, shall be demanded or paid, unless the person shall first obtain a license therefor from the Housing, Planning and Zoning Officer. The license shall be issued subject to the rules and regulations set forth in this chapter but no license shall be granted to any person under the age of twenty-one, or to any person not a citizen of the United States.
