701.04 PROCEDURE FOR DISPATCHING.
   (a)   It is in the best interest of the City of Salem to dispatch ambulance services pursuant to emergency calls received by the City of Salem by the police dispatch personnel.
   (b)   The Salem Police Chief, or personnel designated by him, will oversee the dispatching of ambulance services pursuant to emergency calls received by the City of Salem.
   (c)   The Police Chief, or the personnel designated by him, will dispatch ambulance services pursuant to the rotation schedule of authorized ambulance service providers as set out in this Code.
   (d)   All 911 dispatch personnel that receive an emergency medical call requiring ambulance services will Tone the Salem Fire Department for EMS-Personnel then dispatch an ambulance company to the emergency starting with the ambulance company on rotation.
   (e)   The Salem Fire Department will relay any emergency calls that they receive requiring ambulance services to the police dispatcher and shall respond to the emergency as EMS-Personnel. In the event that any private ambulance company dispatched as part of this rotation, or otherwise, does not respond within the time allowance for the code classification set out herein, and the Salem Fire Department ambulance is providing care, the Salem Fire Department ambulance service may transport to the nearest appropriate hospital emergency department. In addition, the Salem Fire Department ambulance personnel always have the authority to make medically necessary on site judgment calls for the health and safety of the Salem residents.
   (f)   Any ambulance service, public or private, who receives an emergency medical call requiring ambulance services from anyone other than the City of Salem Dispatch for response within the City of Salem shall notify the City of Salem dispatcher who in turn will Tone the Salem Fire Department for EMS-Personnel. Any ambulance service notifying the Salem Dispatch in accordance with this section or an ambulance service dispatched by the City of Salem pursuant to the call by call rotation or otherwise, shall immediately notify the Salem Dispatch personnel as to whether or not they have a squad that is immediately available to respond, and if no such squad is available, then the Salem Dispatch will notify the City ambulance service on the rotation or the closest known available squad possible to ensure a timely response.
