§ 152.05 UPSTREAM DRAINAGE AREAS.
   The runoff from drainage areas upstream of the proposed development or improvement must be provided with an unobstructed outlet and an emergency overflow. The outlet should provide the capacity needed to carry the runoff from a five-year storm in its existing land use condition.
