The owner of each lot, part of lot, or parcel of land fronting or abutting on any of the public streets, or any of the public grounds, of the village shall construct, or cause to be constructed, along the whole of the front of his or her lot, part of lot, or parcel of land, at such time as may be prescribed by the Council under the provisions of § 150.02, a good and sufficient sidewalk, laid and set to conform to the provisions of this chapter.
