§ 111.99 PENALTY.
   Whoever violates, or fails to comply with, any provision of this chapter shall be fined, as a first offense, not less than $5 nor more than $50. Whoever violates, or fails to comply with, any provisions of this chapter as a second offense shall be fined not more than $100 and/or 30 days imprisonment.
