(A) No vehicle, which shall require licensing under the laws of the state, which has more than two axles, shall stand or be parked on any street in the village for a consecutive period of longer than 45 minutes, except for loading or unloading freight or merchandise, and then only for the length of time sufficient to accommodate such purpose, or within the business section of the village for any length of time, except for the purposes of taking or letting off passengers for loading or unloading freight or merchandise, and then only for a length of time sufficient to accommodate such purpose. While so parked or standing, the vehicle shall be as close to the curb as possible, and no portion thereof shall extend to within four feet of the center of the street. For purposes of this section, any vehicle with an attached trailer shall be designated as one vehicle.
(B) Except for emergencies approved in writing by the Chief of Police, or his or her designated representatives, no trailer with a rated cargo capacity exceeding one ton shall stand or be parked on any village street not attached to a motor vehicle for a period longer than 45 minutes.
