The Village Administrator shall have those powers, duties, and functions as provided by the laws of the state, as enumerated specifically in R.C. § 735.273. In addition to those powers, duties, and functions enumerated in R.C. § 735.273, the Village Administrator shall have the following powers, duties, and functions:
(A) Overseeing the daily operation and maintenance of all the village departments;
(B) Act as purchasing agent for all village offices, departments, divisions, boards, and commissions;
(C) Make all contracts, purchases of supplies and materials, and provide for any work of the village in a manner provided by R.C. § 731.141; and
(D) Promulgate written rules and procedures to be followed by all village offices and employees relative to the requisitioning of supplies, materials, and/or for their respective offices, departments, divisions, boards, or commissions.
