§ 51.16 COLLECTION.
   The village shall collect burnable refuse according to the following procedure.
   (A)   The village shall provide specially marked bags for the collection of burnable refuse for purchase from the Village Fiscal Officer’s office. Bags purchased from the village shall only be used for grass, leaves, garden refuse, or small brush or trimmings, as outlined within this subchapter. There is no limit to the number of bags collected when bags purchased from the village are utilized.
   (B)   Prior to placing refuse to be collected on the curb, village residents shall obtain approval by contacting the Village Fiscal Officer and giving a description of item/items to be collected and the location.
   (C)   Upon approval, payment shall be tendered prior to collection of the item/items.
   (D)   The Village Fiscal Officer shall issue a receipt for payment.
   (E)   The Village Fiscal Officer shall then notify the Street Department of payment and instruct personnel to make collection of the items.
   (F)   Each load shall be allotted a maximum time of 30 minutes per trip or load. If loading takes more than 30 minutes, then an additional trip charge will be assessed. If intervals over the first 30 minutes are recorded, it shall be reported to the Village Fiscal Officer who shall issue a bill for the additional amount.
   (G)   All fees shall be paid into the Street Construction and Repair Fund.
