(A) The customer shall be assessed at cost the water meter system as approved and adopted by the Village Board of Public Affairs, said meter system being the property of the village. Existing customers shall pay an amount collected over a 12-month period to defray the expense of new meters; new customers shall pay the expense upon addition to the village system.
(B) The village shall determine the actual amount billed for water based upon an actual reading of each customer’s meter at least once in each three-month quarter, and render a bill for the actual amount shown by said meter, per R.C. § 743.04(A)(4).
(C) The village shall provide installation procedures as recommended by the Board of Public Affairs for existing and new customers to the system.
(D) The village shall promptly repair any disabled meter, and provide for a corrected billing in a timely manner; said repair cost being borne by the village, except in the case where tampering with the meter system is evidenced by the customer. Said tampering shall be detailed in a document to the Village Clerk by the inspecting party, and a $100 fine shall be levied upon the customer, along with the cost of replacing said meter and components.
