No trash, debris, litter, rubbish, unused property, discarded materials, junk vehicles, vehicle parts, rags, lumber, building materials, equipment, and/or parts thereof, or any other garbage, refuse, or junk, and weeds or tall grass, measuring over 12 inches, shall be permitted to accumulate on any lot, or portion thereof, which creates an eyesore, hazard, or nuisance to the village or general public.
