Persons or organizations having a legitimate need for parking and operating vehicles within the confines of the city parks may apply to the city clerk for a permit authorizing the operating and/or parking of vehicles within the confines of the city parks. The city clerk is authorized to issue permits on an event only basis. Any permit issued for other than an event basis must be approved by the mayor or the city council. Permits issued pursuant to this section will be at the sole discretion of the city. Any request for permits denied by the city clerk or the mayor may be appealed to the city council for reconsideration. (1977 Code § 10.10.060)
