For the purpose of this chapter, the following terms, phrases, words and their derivations shall have the meaning given herein. When not inconsistent with the context, words used in the present tense include the future, words in the plural number include the singular number, and words in the singular number include the plural number. The word "shall" is always mandatory and not merely directory.
CITY: The City of St. Maries, Benewah County, Idaho.
JUNKED VEHICLE: Any "vehicle", as defined herein, which does not have lawfully affixed thereto both an unexpired license plate or plates or a current registration certificate if such is required by law and the condition of which is wrecked, dismantled, partially dismantled, inoperative, abandoned or discarded.
PERSON: Any person, firm, partnership, association, corporation, company or organization of any kind.
PUBLIC PROPERTY: Any public street, alley or highway which shall include the entire width between the boundary lines of every way publicly maintained for the purposes of vehicular travel and shall also mean any other City owned property or facility.
VEHICLE: Every device in, upon or by which any person or property is or may be transported or drawn upon a street, highway or waterway, excepting devices used exclusively upon stationary rails and tracks, and shall include, but not be limited to, automobiles, buses, motorbikes, ATVs, motorcycles, motorscooters, trucks, tractors, go-carts, golf carts, campers, trailers and boats.
