Any person in the city who shall be requested by the chief of police or any officer or member of the police department to assist him in making an arrest, capture or retaining in custody any person and shall refuse or fail to render to the best of his ability such aid as is required shall be guilty of a misdemeanor and on conviction be punished as set forth in section 1-4-1 of this code.
