4-1-6: REQUEST FOR HEARING:
   A.   Request: Any person ordered to abate a nuisance may have a hearing with the City Council as to whether a nuisance exists. A request for hearing must be made in writing and delivered to the Office of the City Clerk within five (5) days of the service or posting of the notice, or it will be conclusively presumed that a nuisance exists and it must be abated as ordered.
   B.   City Council Decision: At the conclusion of the hearing, the City Council shall render an oral decision to be memorialized in a written order as to whether a nuisance exists. If it finds that a nuisance exists, it must be ordered to be abated within additional time which must be reasonable under the circumstances. Notice of the abatement order will be considered entered and delivered as of the date of the City Council's oral pronouncement even though written order is not signed by the Mayor until a later date.
