Any person who intends to construct or erect, or causes to be constructed or erected, within the corporate limits of the city a cable television, electric and/or gas system, whereby any part or portion of any highway, bridge, street or alley in said corporate limits will be used for the erection of poles, stretching of wires, laying underground wires or laying of pipes for purpose of light plants, and laying water pipes for a system of waterworks, must first obtain from the city council a permit or franchise.
